In teaming 2.0, it depends what you mean by public.

If you mean all users existing in Teaming, then you've got a group called "AllUsers" you can assign rights on ...

If you mean all users (even not authenticated) then you've got the guest account...(note: in teaming 2.0 from Novell, you need a special license to allow guest.... ouch ...)
